Mellon, then working for NATO, felt frustrated at the amount of time and administrative effort required to complete routine, operational construction projects. Known for his action and ingenuity, Mellon created a new method for procuring construction work, Job Order Contracting (JOC).
Job Order Contracting is a unique process where many projects can be completed with one competitively awarded contract. Here’s how it works. Gordian researches and verifies local construction costs and publishes them in a Unit Price Book (UBP), which Gordian calls a Construction Task Catalog (CTC).
Area contractors then bid a cost multiplier called an Adjustment Factor on the costs in the CTC, ensuring project owners pay a fair market value and contractors are compensated fairly for their work. This single-solicitation project delivery method accelerates time to construction by as much as 25% by satisfying procurement regulations upfront and eliminating the necessity of protracted price negotiations.

Since then, the streamlined construction procurement method has been used to complete countless projects of all scopes and sizes – more than 33,000 in 2023 alone.
